RECOMMENDATION:

Authorize the Chief Executive Officer to amend Woodward-APC's contract for a Not-to-Exceed amount of $666,435.00 for the construction of revisions to the landscape and hardscape to accommodate Audubon Nature Institute design of Tricentennial Park and additional time and scope of work to be fully reimbursed by the Audubon Commission per terms of its existing CEA with RTA for requested improvements.

In January 2021 the Audubon Nature Institute (ANI) requested additional landscaping and aesthetic improvements to enhance the new Riverfront area between the terminal building and the landing dock, that connects the Audubon Aquarium to Spanish Plaza. RTA then executed a CEA with the Audubon Commission, the authorized public entity that manages ANI, in October 2022 to detail roles and responsibilities and reimbursement of costs related to RTA for these improvements.
On October 25, 2022, the RTA board approved amending RTA's contract with Woodward-APC for Construction Services for the Canal St Ferry Terminal (CSFT) project to add $1,000,000 of landscaping, hardscaping and other aesthetic improvements to dry side and wet side of the project area.

DISCUSSION:
In the course of implementing improvements, ANI request additional scope approved by RTA and Woodward-APC. In addition, delays in reviewing and permitting for the work by the City of New Orleans resulted in additional cost overruns.
