ISSUE/BACKGROUND:

The Canal Street Ferry Terminal is behind schedule by approximately four months.  This delay is due to agency requested changes in design of barge/gangway, interruptions caused by COVID 19 and Hurricane Ida and other issues. As a result of these delays the RTA needs to extend the contract of Infinity Engineering, the Engineer of Record. Infinity is responsible for the engineering design including Civil, Structural, Mechanical and Electrical disciplines. Subconsultants were utilized for Architecture, Landscape Architecture, Geotechnical, and Naval Architecture and will remain the same for the duration of the project. These include Cambridge Seven, Spackman Mossop Michaels) SMM), Eustis Engineering and Mino Marine respectively.

DISCUSSION:

During construction, there have been unforeseen circumstances and design changes that have required design team to respond to attempt to minimize the impact on the project schedule and budget.  Staff is tracking all change orders and the reason for the changes so that a proper accounting can occur during the close out of this contract.  Each invoice received is supported by timesheet backup including task performed. This will extend the time for the scope of services from 9/2022 until the one-year warranty period is completed.

FINANCIAL IMPACT:

The cost of this amendment is $377,540.07, based on time and materials and will be charged to account number 1FERRY.1047.

NEXT STEPS:

Upon Board approval, staff will amend Infinity’s contract with the Canal Street Ferry Terminal Project.
