The agency currently operates on a month-to-month agreement with a janitorial cleaning service for its three main facilities: Canal, New Orleans East, and Carrollton. This arrangement has been in place for some time after repeated solicitation attempts. However, the agency now has the opportunity to establish a pilot program through EDS, a state-use program that creates employment opportunities for Louisiana workers with disabilities enrolled in Community Rehabilitation Programs (CRPs).
EDS, Louisiana's Central Non-Profit Agency (CNA), is designated by the State Use Council to represent all certified work centers in the state. This non-profit organization is dedicated to providing employment for individuals with disabilities through the State Use Programs, which hire these citizens to deliver high-quality services. The agency collaborates with other certified work centers within state regions to provide these services.

DISCUSSION:
The agency currently is looking to enter into a pilot CEA agreement with EDS for janitorial services a one-year pilot program for its facilities, including Canal, New Orleans East, and Carrollton. Partnering with EDS will enable the agency to secure these essential services while creating opportunities for workers with disabilities or other challenges. This approach allows the agency to invest in services that benefit the agency. EDS, while not performing the work directly, serves as an agent for a disclosed principal and designates the appropriate work center for the project.
