In 2014 the LADOTD and the RTA entered into a Cooperative Endeavor Agreement (CEA) that allows the RTA to operate and maintain ferry services in Orleans Parish. This arrangement is a result closure of the Crescent City Connection Division (CCCD) of LADOTD and the removal of the tolls on the CCC. The tolls provided a revenue stream to offset the cost of ferry operations. The LADOTD still owns the fixed and most of the movable assets, specifically these maintenance barges.

DISCUSSION:
The agency was successful in securing Priority 5 funding for the replacement of these two barges in Act 117 of the 2022 Regular Session of the Louisiana State Legislature. There is a requirement to apply for Capital Outlay funds every year until the funding is spent.
The maintenance barges are critical infrastructure needed to maintain the safety and reliability of the ferry fleet and are beyond their useful life. The agency is seeking funds to replace the barge and standardize as many components as feasible as part of the agency's effort to maximize the flexibility of the marine fleet. The estimate is $14,159,064 to replace two maintenance barges located at the Lower Algiers Maintenance Facility, adjacent to the Lower Algiers Ferry Terminal that services the Chalmette Ferry. The required agency match is 25%, $3,539,766.
FINANCIAL IMPACT:
The RTA will be responsible for the local match of $3,539,766.
