Authorize the Chief Executive Officer to negotiate and award a contract with K&J Safety and Security Consulting Services, Inc. to develop an Agency-Wide Occupational Safety and Health Program and Training Plan for an estimated base cost of $203,800.00.

In 2021, an analysis was conducted by RTA which identified evidentiary gaps in required Occupational Health and Safety Training for RTA personnel. The recommendation from this gap analysis was to acquire highly qualified consultant support for RTA Safety staff in the areas of Occupational Safety and Health (OSH) program development and training.

DISCUSSION:
On December 5, 2022, a Request for Proposal (RFP) No. 2022-21 for Public Notice for Occupational Safety and Health (OSH) Program Development and Training was published and posted on the RTA's website. Four (4) responsive proposals were received from respondents Control EHS, Diversified Management, K&J Safety and Security Consulting Services, Inc., and Transit Safety and Security. On March 23, 2023, a Technical Evaluation Committee meeting was held to review and score the four (4) responsive proposals received. K&J Safety and Security Consulting Services, Inc. was the highest scoring firm, and K&J Safety costs were determined by the Technical Evaluation Committee to be fair and reasonable and recommended for award.
FINANCIAL IMPACT:
The baseline estimated cost for this contract is $203,800.00.
NEXT STEPS:
Upon RTA Board approval, staff will work with the Chief Executive Officer to execute a contract with K&J Safety and Security Consulting Services, Inc.
