In September 2022, RTA implemented a major network redesign of bus routes, called New Links. A critical piece of that plan was to develop more formal transfer hubs to enable greater access to more destinations. Recognizing the need for near-term improvements to implement these infrastructure improvements, the RTA created two interim hubs.
The first location was in downtown New Orleans at the Main Library to significantly improve waiting and transferring from the previous area of stops dispersed around Duncan Plaza, recognizing that designing and building the permanent Downtown Transit Center was still years away from opening. Initial improvements, or Phase 1, included replacement of sidewalk and new pads for shelters that significantly improved the comfort of waiting passengers and reduced walking distances between certain routes. The work did not include new lighting and landscaping to improve the safety and aesthetics of the area.
The second location was in New Orleans East at a new transfer point on Read Blvd at Lake Forest Ave by the New Orleans East Regional Library. The initial, phase 1, improvements also replaced sidewalk and expanded pads for shelters, but also lacked lighting improvements.
In 2023, design work began for Phase 2 improvements to address lighting and additional landscaping and hardscaping at both of these locations. These designs were reviewed by community members and key stakeholders including the City of New Orleans...
