To approve revision to RTA's Agency Safety Plan ("ASP") as written, in order to satisfy State Safety Oversight Agency (SSO) and Federal Transit Administration safety plan requirements.

ISSUE/BACKGROUND:

A formally-approved revision to RTA's Agency Safety Plan ("ASP"), which the Board of Commissioners approved on July 28, 2020, is deemed to be necessary by the Louisiana Department of Transportation and Development (LADOTD) who serves as RTA's State Safety Oversight Agency (SSO) under 49 CFR Part 674.
As such, staff is recommending that the Board of Commissioners approve the revised ASP to be immediately executed by management and staff.

DISCUSSION:
This "mid-cycle" revision constitutes relatively minor edits that are necessary due to the transition of Operations and Maintenance responsibilities from the previous contractor to RTA directly, and the new, approved organizational structure, effective December 2020. Other sections or elements of the Plan that have received minor updates, include but are not limited to: safety performance targets, safety risk management tools and processes, and safety committees.
RTA's ASP meets or exceeds federal requirements governing such plans. The staff continues to develop this ASP to ensure: it complies with the regulations; it is actionable and has the full support of all department heads, managers, and supervisors who will share the responsibility for implementation; and it supports the agency's strategic goals and drives continuous improvement.
