To authorize the Chief Executive Officer to submit the 2023 Title VI and Environmental Justice Policy Manual for submission to the Federal Transit Administration (FTA).

ISSUE/BACKGROUND:

As a recipient of federal funds, the RTA is required to triennially submit an updated Title VI and Environmental Justice Policy Manual.

DISCUSSION:
Pursuant to the Civil Rights Act of 1964, 49 CFR 21, FTA Circular 4702.1B and related statutes and regulations, the RTA must establish a Title VI Program to ensure compliance to the end that no person is excluded from participation in or denied the benefits of services on the basis of race, color, or national origin.
The Title VI and Environmental Justice Policy Manual is due to the FTA triennially and this year is due by April 1.
Changes made from previous version:
• Maps and data updated to reflect more recent census information
• Policy added for facility site equity analysis
• New Links Equity Analysis added
• Program specific requirements updated to reflect what was done for New Links
• Updated Public Participation Plan
FINANCIAL IMPACT:
Failure to approve and submit the Policy Manual could directly impact the RTA’s federal funding.
NEXT STEPS:
Upon the Board of Commissioner’s approval, the approved document will be submitted to the FTA Office of Civil Rights for review and acceptance.
