RECOMMENDATION:

To ratify the emergency procurement authorized by the Chief Executive Officer for the repair of the riverfront substation grounding track bonds. Barnes Electric was selected as the vendor for this repair due to their extensive knowledge of the substation and their similar work. The cost for repairs is not to exceed $148,400.00.

The Riverfront substation supplies power to our Riverfront, Rampart, UPT, and the lower half of the Canal Streetcar line.
While inspecting the substation and a section of track, it was discovered that the grounding bonds that tie the substation to the track had been cut and stolen. All together 7 grounding bonds were cut. Staff notified transit police, and a report was made. Agency staff also notified our insurance carrier to make a claim.

DISCUSSION:
The grounding cables at the riverfront substation were cut and stolen, creating a significant issue for the return flow of electricity back to the substation and potentially causing an excessive load on the remaining ground. Although power has been temporarily redistributed to maintain service, the situation at the riverfront substation remains critical.
Due to the significance of the substation and potential safety concerns, the Chief Executive Officer authorized an emergency procurement for the repair of the track bonds, with work set to start on December 16, 2024. The agency will also attempt to deter copper theft in this location by incasing the bonds in concrete. This will necessitate a shutdown of the riverfront substation and the line.
