Ratify RTA CEO's signing and execution of Amendment No. 8 to the Cooperative Endeavor Agreement (CEA) between Department of Transportation and Development of the State of Louisiana (DOTD) and RTA, which provides RTA with monies available from the Federal Transit Authority (FTA) and local matching from DOTD, for specific projects, in the amount of $2,776,946.00.

The CEA, effective since February 16, 2014, regulates the relationship between RTA and DOTD in relation to RTA's ferry services. Under FTA 5307 grant program, DOTD is the grantee of FTA Grant no.'s LA-90-X413, LA-70-X003 and LA-90-X401. FTA Grant no. LA-90-X413 is for the Automated Ferry Fare Collection Project. FTA Grant no.'s LA-70-X003 and LA-90-X401 is for the repower, dry-dock, improvement and maintenance of the M/V Neville Levy, owned by DOTD, and currently within RTA's fleet of ferries. Amendment No. 8 to the CEA enables RTA to utilize these federal and local funds.

DISCUSSION:
Pursuant to Amendment No. 8 to the CEA, RTA would develop the specifications, advertise, contract, and administer each of said projects in accordance to RTA's standard procedures and all applicable state and federal contracting requirements.
