Ratify the submission of the joint 2022 RAISE grant application with the City of New Orleans to seek federal funds in the amount of $25 million: approximately $18.8 million for the Downtown Transit Center and $6.2 million to upgrade streets, bike lanes, and sidewalks around the Transit Center.
The local match for the RTA is $4.7 million and the total cost of the Downtown Transit Center is 23.5 million.
The local match for the City of New Orleans is $1.6 million and the total cost for Right of Way Improvements is $7.8 million. The combined total project cost is $31.250 million.

The Consolidated Appropriations Act 2021 (Pub. L. 116-260, December 27,2020) (FY"2021 Appropriations Act") appropriated $1 billion to be awarded by the Department of Transportation (DOT) for National Infrastructure Investment (now known as Rebuilding American Infrastructure with Sustainability and Equity (RAISE) Grants.) RAISE Grants are for capital investments in surface transportation that will have a significant local or regional impact.

DISCUSSION:
The City of New Orleans, in partnership with the New Orleans Regional Transit Authority (RTA) is requesting $25 million to build a Downtown Transit Center and enhance the rights of way of the connecting corridors. This project will enable safer and more efficient connectivity between RTA's bus routes and streetcar network and the region. This will address the Rider Experience item PR 21: Establish a Downtown Transfer Center (Phase 2023-2027) of the Strategic Mobility Plan adopted by the Board.
