ISSUE/BACKGROUND:

Through a succession of legal actions, the New Orleans Regional Transit Authority (RTA) owns 100% of Transit Management of Southeast Louisiana, Inc. (TMSEL). During the time that TMSEL operated transit services in the New Orleans area, it created a Pension Plan (Plan), which funds employee and retiree benefits for former employees of TMSEL. The TMSEL Plan Board of Trustees operates to monitor the operations of the Plan’s funds, along with other designated powers. The RTA is pursuant to the Plan, required to appoint four administrative trustees to the TMSEL Plan Board of Trustees. The term of a member of the Board of Trustees is five (5) years.

DISCUSSION:
Effective July 21, 2025, Lori Barthelemy, an RTA appointee to the TMSEL Plan Board of Trustees, resigned as Trustee. RTA now needs to select a new administrative trustee for the TMSEL Plan Board of Trustees. RTA staff recommend Norman White to the TMSEL Board of Trustee seat formerly held by Lori Barthelemy.

NEXT STEPS:
Upon approval, Mr. White shall serve as the RTA’s appointee on the TMSEL Board of Trustees for a term of five (5) years.
