Authorize the Chief Executive Officer to seek $9,473,558 in State of Louisiana Capital Outlay funds to reimburse RTA for local match funds for the ferry infrastructure capital project.

ISSUE/BACKGROUND:

In 2014 the LADOTD and the RTA entered into a Cooperative Endeavor Agreement (CEA) that allows the RTA to operate and maintain ferry services in Orleans Parish. This arrangement is a result closure of the Crescent City Connection Division (CCCD) of LADOTD and the removal of the tolls on the CCC. The tolls provided a revenue stream to offset the cost of ferry operations. The LADOTD still owns the fixed and most of the movable assets, including the terminal buildings and the maintenance barges.

DISCUSSION:
Since 2024, RTA has successfully applied for and received $41,526,083 in federal grant funds to support the infrastructure needs of the ferry service. Upcoming projects include Algiers Ferry Buildings Renovation ($9,576,336 total costs), and the replacement of landing barges at Algiers Point and Lower Algiers ($13,670,149 total costs). $4,649,299 of local match funds are required to complete the these just starting design. In addition, other upcoming projects to support ferry infrastructure are needed in 2024, including eligible dry docking and maintenance barge conversion. The staff is seeking funds from the State to pay for these required local match funds totaling $9,473,558 from the Louisiana Capital Outlay.

There is no financial impact to the RTA.
NEXT STEPS:
Upon Board approval, staff will submit the grant application for Capital Outlay.
