The City of New Orleans and the State of Louisiana entered into a CEA to set forth the terms of administering funds for the West Bank Ferry Terminal Renovations, Planning and Construction Project, also known as the Algiers Ferry Terminal Project, in accordance with the Non-State Entity Capital Outlay Administrative Guidelines. The State allocated the City of New Orleans the funding, therefore, the City is considered the grantee for the project and is responsible to the State to comply with Facility Planning and Control rules and regulations.

DISCUSSION:
The City of New Orleans and the Regional Transit Authority (RTA) need to enter into a Cooperative Endeavor Agreement (CEA) for the purpose of establishing the funding to the RTA to facilitate the construction of the West Bank Ferry Terminal Renovations, Planning, and Construction Project also known as the Algiers Ferry Terminal Project. This CEA sets up the necessary framework for the RTA to proceed in using the State Capital Outlay funding by going through the City.
FINANCIAL IMPACT:
The total Financial Impact for this agreement is $600,000.00 benefit to the agency.
