The New Orleans Regional Transit Authority (RTA) requires specialized on-call technical safety consulting services to support the Safety Department in maintaining compliance with Federal Transit Administration (FTA) regulations, State safety requirements, and industry best practices. These services will provide additional technical expertise to assist with safety planning, Agency Safety Plan (ASP) implementation, Safety Management System (SMS) activities, audits, regulatory compliance, technical training, and other specialized safety initiatives.
Following the competitive Procurement process, IKJ Enterprises was determined to be the responsive and responsible proposer whose qualifications best meet RTA’s operational and technical requirements.

DISCUSSION:
Maintaining a comprehensive Safety Management System (SMS) and ensuring compliance with Federal Transit Administration (FTA) regulations are among RTA’s highest priorities. IKJ Enterprises will provide specialized technical safety consulting services to supplement internal staff with expertise as needed throughout the contract term.
Services may include assistance with Agency Safety Plan (ASP) development and implementation, Safety and Security Certification (SSC) activities for major capital projects, Bus Rapid Transit (BRT) Risk-Based Inspection (RBI) compliance, Roadway Worker Protection (RWP) implementation, technical safety and security training, safety performance monitoring, data analysis and reporting, internal Safety Management System (SMS) documentation and auditing, technical project reviews, and compliance with applicable FTA regulations, advisories, and directives.
The contract has an estimated annual value of $300,000, for a total amount not to exceed $900,000 over the three-year contract term. Funding is included in the FY2026 Operating Budget, with future years subject to annual budget appropriations.
Awarding this contract to IKJ Enterprises will ensure RTA has timely access to specialized technical expertise necessary to support regulatory compliance, strengthen safety performance, reduce operational risk, and advance agency safety initiatives while maintaining safe and reliable transit operations.
FINANCIAL IMPACT:
Funds for this contract are available from the RTA Operational Budget. Operating Account Number: 01-4600-02-7070-166-00-00-00000-00000. The total projected cost is $900,000.
NEXT STEPS:
Upon RTA Board approval, staff will submit and process a new purchase order.
