recommendation
Authorize the Interim Chief Executive Officer to award a purchase order to the successful bidder Brookville Equipment Corporation regarding IFB No. 2026-024 for the purchase of seventy (70) steel wheels and associated hardware for the Canal Streetcar fleet for an amount not to exceed $894,159.70.
end
ISSUE/BACKGROUND:
body
The Canal Street streetcars (2000 series) and riverfront (400 series) streetcars utilize steel wheel tires to operate on the rail system. As part of RTA’s preventative maintenance program, maintenance personnel routinely machine and true the wheel surfaces to maintain the required wheel profile, minimize flange wear, and support safe and reliable operations.
Over time, repeated machining reduces the available material on the wheel tires. Once the allowable machining limits are reached, the wheels can no longer be safely trued and must be replaced. A significant portion of the current wheels are reaching this level and is in need of replacement stock.
end
DISCUSSION:
RTA maintenance personnel have continued to machine and true wheel surfaces in accordance with manufacturer specifications to maintain proper wheel profiles and maximize service life. However, numerous wheels have reached their allowable machining limits and require complete replacement.
Current fleet assessments indicate that approximately 208 replacement steel tires will be required to replace Canal Street and Riverfront streetcar fleets. RTA currently has sufficient funding to procure seventy (70) replacement steel tires and associated hardware. Remaining tires will be replaced through a future 2000/400 series truck refurbishment program.
Procuring these wheels at this time is necessary to support fleet reliability, maintain safe operating conditions, and ensure an adequate supply of replacement components for anticipated maintenance needs. Due to the specialized nature of the components and extended manufacturing lead times, advance procurement is necessary to minimize the risk of supply shortages and potential impacts to streetcar operations.
IFB No 2026-024 had two responsive, responsible bidders. Brookville Equipment Corporation was found to be the lowest, responsible, responsive bidder.
Brookville Equipment Corporation $2,938,095.00 ($894,159.70) Qty. of 70
Penn Machine Company $2,995,000.00
FINANCIAL IMPACT:
Funding for this purchase is made available through Grant LA-2020-018-12.54.20 in the amount of $805,336.70; Grant LA-2017-010-12.24.03 in the amount of $88,823.00 in federal funds for a total project cost of $894,159.70.
NEXT STEPS:
Upon Board approval, staff will issue a purchase order and continue to develop the purchase of steel wheels and hardware.
