ISSUE/BACKGROUND:

The Cooperative Endeavor Agreement between the City of Gretna and the New Orleans Regional Transit Authority (RTA) enables the RTA to provide contractual ferry services to the City of Gretna. This agreement covers special event ferry services, including but not limited to Gretna Fest, Luna Fete, and other events where the City requests such services.

It is important to note that the RTA’s local sales tax funding was established with the specific intent of funding streetcars and bus services and cannot be used to fund ferry operations. Therefore, the costs for ferry services must be charged to the City of Gretna.

DISCUSSION:

The City of Gretna hosts several significant events annually, such as Gretna Fest and Luna Fete. To support these events, the City and the RTA need to enter into a Cooperative Endeavor Agreement (CEA) to provide the necessary ferry services. The CEA outlines the responsibilities and obligations of both parties. The City of Gretna will submit a preliminary annual special event service request by June 1st for agency consideration. At least 90 days prior to each special event, the City will formally request the service in writing. The RTA will then confirm the special service 30 days before the event, detailing dates, hours of service, and estimated costs, which the City will reimburse. 

FINANCIAL IMPACT:

The financial impact of this agreement will vary based on the services requested. The RTA will invoice the City of Gretna for the actual costs following the completion of the service. An estimate will be provided prior to finalizing the special event ferry service.

NEXT STEPS:

Upon Board approval, staff will execute the CEA between the City of Gretna and RTA.
