Authorize the Chief Executive Officer to execute a task order with Manning Architecture, a Certified DBE/SLDBE, to establish programming concepts for 5-8 transfer hubs in the RTA system for an amount not to exceed $115,320.40 for a project duration not-to-exceed six months.

The RTA has funded $10 million for passenger facilities and amenities as part of the FTA RAISE FY21 grant.  In order to program and define the development of those facilities RTA created a project plan called, Transfer Hubs Programming. This plan will develop typologies for the full set of transfer hubs around the city, apply those typologies to develop more detailed programming concepts for 5-8 different transfer hubs in the RTA network and support the completion of environmental documentation to ready these concepts for design and construction. The needs of riders, stakeholders near the hubs, and operators servicing the hubs will be part of this plan and will be developed in detail during the design phase. This is aligned with the Agency’s Strategic Mobility Plan-World Class Ridership goal.

DISCUSSION:

To select a vendor to complete this scope, staff utilized the On-Call A&E pool of pre-qualified vendors (RFQ# 2020-035). A Request for Technical Proposals (RTP) was sent to all vendors in the pool. Staff selected Manning APC’s proposal for award. The task order with Manning, APC to provide the project deliverables will be managed by the Planning & Capital Projects Division.

The Transfer Hubs Program will deliver the following as part of the scope of services:

                     Deliverable 1 - Coordinate Outreach to Riders and Operators: Summary memo of rider, stakeholder and operator feedback for incorporation into the hubs programming.

                     Deliverable 2 - Convene and Coordinate with Stakeholders. Summary memo of meeting notes and agendas for stakeholder meetings. 

                     Deliverable 3 - Develop Transfer Facility Typology. Technical memo defining and describing typologies of passenger facilities that respond to the range of needs presented at transfer facilities for use throughout the system. 

                     Deliverable 4 - Establish Programming for Transfer Facilities. 5 - 8 selected hubs will be determined by RTA staff based on the needs of riders, stakeholders, operations, and budget applied to a full list of transfer hubs, both major and minor, identified in the New Links plan and in de factor use currently. Contractor will develop a requirements document for programming the 5-8 selected transfer facilities that apply typologies as well as specific needs identified for those locations.

                     Deliverable 5 - Provide Documentation and Layout Concepts. Report that includes basic conceptual layout, documentation and preliminary costs estimates that meets the Programming requirements of previous task for each of the 5-8 selected transfer facilities.

                     Deliverable 6 - Support FTA environmental requirements. Provide documentation to RTA staff needed to complete Categorical Exclusion checklist for each of the selected transfer hub sites.

FINANCIAL IMPACT:

The portfolio of projects is locally funded from the 2023 operating budget for studies, budget code is 1280002.7070.173. The total project amount is not to exceed $115,320.40.
