Authorize the Chief Executive Officer to award a contract to New Flyer of America, Inc. for the purchase of 21 new buses, utilizing the State of Virginia contract #E194-75548-MA2275.

ISSUE/BACKGROUND:

The FTA has awarded the RTA a grant to replace (20) Orion VII forty-foot buses and (1) Orion VII thirty-five-foot bus that have reached their useful service life.
The funding is currently available through grant number LA2021-014.1111.111201 in the amount of $9,012,091.20 and Local match funds of $2,253,022.80. The project cost estimate is $11,265,114.00.
The RTA’s previous three bus purchases came through the Virginia State Contract for the purpose of securing the best possible pricing for the agency.

DISCUSSION:
The purpose of the purchase of the replacement vehicles is to enable the RTA to effectively carry out its day-to-day operations. The purchase is critical to maintaining the function, reliability, and support of the Fixed Route services on behalf of the Regional Transit Authority.
FINANCIAL IMPACT:
The financial impact to the RTA’s local operating account 1.1111 will be in the amount of $2,253,022.80.
NEXT STEPS:
Once approved, a purchase order will be generated and given to the vendor to secure a bus build start date and scheduled delivery dates for the new equipment.
