The New Orleans Regional Transit Authority (RTA) staff have made tremendous progress in adopting and developing formal process documents to guide day-to-day operations. However, a combination of high-profile initiatives, organizational adjustments, and resource constraints has hampered the agency’s ability to fully develop and maintain consistent Standard Operating Procedures (SOPs) across departments.
Management and staff recognize the importance of developing, properly vetting, adopting, and reviewing formal SOPs- particularly those which govern cross-departmental processes and/or are of a safety critical nature. This work is also necessary to demonstrate compliance with state and federal requirements and in support of formal Corrective Action Plans overseen by the Louisiana Department of Transportation and Development in accordance with 49 CFR Part 674.

DISCUSSION:
RTA seeks to engage Landmark Consulting to support a multi-phased SOP review and implementation project across the enterprise. The overall goal of this engagement is to deliver critical SOPs for each RTA department and improve the agency’s approach to developing, utilizing, reviewing, updating, and tracking performance against SOPs.
Landmark Consulting will support two primary tasks:
1. A comprehensive review of existing agency policies and procedures and the development, review, and final adoption of critical SOPs, in close consultation with management and staff.
2. Assistance with delivering ongoing SOP maintenance mechanisms and targeted improvements based on the findings.
The scope of the work includes:
• Reviewing departmental roles and responsibilities to identify overlaps, misalignments, and cross-functional dependencies.
• Evaluating SOP development capacity and reviewing current SOPs for alignment with job functions, agency policies, and regulatory standards.
• Assessing how SOPs are assigned, maintained, and supported by IT tools and internal controls.
• Identifying opportunities to improve operational practices, compliance, and documentation methods.
• Delivering department-specific recommendations with estimated costs, benefits, risks, and timelines.
• Assisting with the implementation of priority improvements, including SOP updates, supporting tools, and business process enhancements.
The review will emphasize areas mutually identified as safety-critical by the executive leadership team, including:
• Operations Training
• Accident/Incident Procedures
• Quality Assurance and Rule Compliance Checks
• Bus, Streetcar, Paratransit & Support Vehicle Maintenance SOPs
• Dispatch/Operations Control Center (OCC) Procedures
FINANCIAL IMPACT:
The total cost required is $300,000, which will be funded through RTA’s budget account 01-2100-02-7070-176-00-00-00000-00000.
NEXT STEPS:
Upon board approval, RTA will proceed with executing a contract with Landmark Consulting. Project work is anticipated to begin in Q4 2025, with implementation occurring in close coordination with internal stakeholders and executive leadership.
