History
• MOVE (Mobility On-Demand Vehicle Express) is a pilot program that is driven by cutting edge technology. MOVE will require an interactive mobile application designed especially for users to schedule rides to and from medical appointments, show real time data, and other pertinent information.
• RFP 2020-016 Paratransit Scheduling and MDT Replacement was placed on Procureware August 28, 2020 and closed on September 24,2020
• The Selection Committee assembled to score RFP’s on October 20,2020
o The top three companies selected for round two interviews with Selection Committee December 1,2020

• Routematch received the highest score by selection committee December 1, 2020
o Routematch proposed a payment schedule based on milestones over a period of three years.
• Program benefits include customer flexibility to manage individual trips as part of a new mobility solution and mobile application that streamlines the scheduling process.
• Funding approval request is the aggregate amount over three years with payments issued at milestones.

DISCUSSION:
On July 16, 2020 Uber announced that the company acquired Routematch. Routematch by Uber brings innovative passenger transportation technologies that help more than 600 transit agencies transform rider experiences and manage operational costs. The goal of Routematch is to make transit more convenient and accessible to all riders so they can get to work, medical appointments, school, or wherever life takes them- on time and safely. This is done through Route match’s scalable intelligent transportation systems (ITS) platform for fixed route and demand response operations. Routematch’ s technologies span from scheduling, computer aided dispatching (CAD), routing, analytics, automated vehicle location, and reporting on the “back office” to user friendly automated fare collection, mobile applications for “where’s my bus?” information, and other multi-modal trip planning tools on the “rider side.”
Initially the Software cost for the project was under budgeted by the previous project manager at a cost of $30,000. In efforts not to prolong the project, RTA and Routematch worked together to implement a plan for payment projected by project milestones.
FINANCIAL IMPACT:
The total budget is $362,791.50, 100% RTA Local funds over three years - 2021-2023.

100% ($45,475.00) of Year 2 fees due upon 1 year from launch of MOVE

100% ($46,384.50) of Year 3 fees due upon 2 years from launch of MOVE
NEXT STEPS:
After the recommended approval of the contract award to Routematch, RTA staff will begin working with Routematch to implement the mobile application improvements to support the MOVE pilot project.
