To authorize the Chief Executive Officer to award a contract to New Flyer of America for the purchase of eight (8) transit buses for an amount not to exceed $5,389,840.

ISSUE/BACKGROUND:

The RTA currently has an aged, fixed-route bus fleet. About 40% of the fleet has exceeded its FTA useful life of 12 years or 500,000 miles. The agency has an active fleet of 126 buses and a contingency fleet that we can use in case of emergency, long-term maintenance repairs, etc. The agency is currently using 18 of those vehicles. A contingency fleet consists of vehicles that are past their FTA-required useful life. The percentage of fixed route active fleet that is past its useful is 42%. Next year another 6% of our fleet will be at or over this threshold bringing us to 48%.
Previously through resolution 22-012 the board had approved agency staff to apply for the Louisiana State Office of Community Development (OCD)/ Katrina/Rita Disaster Community Development Block Grant funds (D-CBDG) program. The agency has since been awarded these funds.

DISCUSSION:
The agency has applied and been awarded funds from the Office of Community Development, Disaster Recovery Unit (OCD/DRU). These funds are leftover funds from Hurricane Katrina/Rita, and will be used to rebuild some of the fleet that was lost during Katrina.
Because the award of funding is so close to the recent board approval of 21 New Flyer buses it is possible that these buses can be included in the same build schedule as the previous order making receipt of these buses in FY2024.
Previously the board issued an award via resolution 23-050. This procurement will follow the same method using the Commonwealth of Virginia joint procurement venture. This method is the most effective way to purchase these transit buses (contract No. CTR010079). Virginia issued a competitive bid process using an invitation for bid (IFB-E194-6447-3) for the purchase of low-floor transit buses.
FINANCIAL IMPACT:
Funds will be made available from an award through the OCD/DRU in the amount of $5,389,840.
These grant funds are 100% federal and there is no local match.
NEXT STEPS:
Upon approval, staff will work to issue a purchase order and finalize the project timeline.
