RECOMMENDATION:

Authorize the Chief Executive Officer to submit a grant application for federal funding not to exceed the amount of $18 million to increase the security of the agency. This grant is 100% funded by the Department of Homeland Security (DHS)/Federal Emergency Management Agency (FEMA) and there is no local match.

ISSUE/BACKGROUND:

The FY 2021 Transit Security Grant Program (TSGP) is one of four grant programs that constitute the DHS/FEMA focus on transportation infrastructure security activities. TSGP provides funds to transit agencies to protect critical surface transportation infrastructure and the traveling public from acts of terrorism and to increase transportation infrastructure resilience.

DISCUSSION:

The agency is seeking $18 million for solutions that will enhance cybersecurity, enhance the protection of soft targets/crowded places, and address emerging threats. This will include replacing outdated technology that makes the agency vulnerable to threats of cyber or physical attacks.  Additionally, if awarded, the grant request will include enhanced communication tools that will assist proactively preventing, managing response, and interacting with, other first responders if needed.  Lastly the grant will provide funds to develop and implement planning, training, and awareness campaigns for staff.  

 

FINANCIAL IMPACT:

The grant is 100% funded by DHS/FEMA.  There will be some staff time required to participate in or establish a Regional Transit Security Working Group (RTSWG)

NEXT STEPS:

This grant application is due to DHS on May 14, 2021.
