Authorize the Chief Executive Officer to amend the Landmark Consulting contract in the amount of $233,758.36 for services performed over the course of the project duration that did not account for cost escalation over the project’s significant schedule delay.

ISSUE/BACKGROUND:

Landmark Consulting was awarded the Napoleon Facility Rehabilitation Project in April 2012 for an original amount of $281,461.80 based on a projected construction budget of $2,298,878.00 and an original projected completion date in 2015. The project has been delayed on several occasions due to changes in scope, complexity, and budget. The current projected completion date is November 30, 2023, with a final projected construction budget of $5,147,179.90.  As a result, Landmark Consulting’s contract has been amended several times to reflect changes in budget/scope and is currently at a value of $494,529.07. However, Landmark’s rates and overhead have not been adjusted to account for escalation or inflation over this 10-year period.

DISCUSSION:

Landmark Consulting is requesting a modification to their current contract in the amount of $233,758.36 to account for cost escalation and extended overhead over the 10-year duration of the project which has seen significant inflation and changes to the labor market as a result of the COVID-19 pandemic. This escalation has been reviewed by staff and found to be reasonable and in line with current conditions. The original rates from 2012 were compared to the Louisiana Professional Service Agreement’s FY2022-2023 Standard Hourly Rates and these were used as the basis for determining costs escalations and adjusted rates over this 10+ year period. This latest amendment will bring the total contract value to $728,287.43.

FINANCIAL IMPACT:

The revised contract value is to be $738,287.43. The funding source for the additional amount of $233,758.36 for this change order is RTA local funds from account 01-0000-1501-000-00-00-00000-00000.

NEXT STEPS:

Upon Board approval, staff will amend/increase Landmark Consulting’s contract to include the modification.
