ISSUE/BACKGROUND:

 As per 46 C.F.R. §176.600, “[a] vessel that is exposed to salt water not more than three months in any 12-month period since the last examination must undergo a drydock (“DD”) and an internal structural examination (“ISE”) at least once every five years. The Thomas Jefferson (“TJ”) was drydocked, and an internal structure examine was completed summer 2024.

DISCUSSION:

The Thomas Jefferson (TJ) vessel currently serves the Chalmette/Lower Algiers route. Due to mandatory maintenance requirements, the Thomas Jefferson (TJ) vessel was temporarily out of service from May 31st-mid August 2024. Since the Thomas Jefferson (TJ) is the sole vessel designated for the Chalmette/Lower Algiers route, to minimize future service downtime, the RTA proposes establishing a Cooperative Endeavor Agreement with the Plaquemines Port Harbor & Terminal District. This agreement would enable the utilization of the Belle Chasse II vessel to service the Chalmette/Lower Algiers route during the period when the Thomas Jefferson (TJ) is undergoing drydock maintenance.

FINANCIAL IMPACT:

Funding for this project is made available through account: 01-6100-43-9771-181-07-00-00000-00000 in the amount of $5000 per month. 

NEXT STEPS:

Upon Board approval, staff will execute the Cooperative Endeavor Agreement between Plaquemines Port Harbor & Terminal District and Regional Transit Authority (RTA).
