Authorize the Chief Executive to amend AECOM’s contract for AECOM to develop OCS repair package for the Rampart Streetcar Line: Emergency Recovery Project, as well as provide inspections of RTA repair work performed by the Hard Rock Hotel Developer.

AECOM has completed damage assessment of the Overhead Catenary System (OCS) and is ready to develop an OCS repair package for the Rampart Streetcar Line: Emergency Recovery Project. AECOM was not able to inspect streetcar track or underground utilities as the site is currently obstructed by the Demolition Contractor’s equipment. AECOM will also inspect RTA repair work performed by the Hard Rock Hotel Developer.

DISCUSSION:
As the extent of damage was unknown, AECOM was tasked with only performing a damage assessment survey to help RTA identify the scope of required repair work. An assessment of the OCS is complete. AECOM can begin engineering the OCS repair package. AECOM will complete a follow-up inspection of track and underground utilities currently obstructed by the demolition contractor’s equipment. If any additional damage is identified, an amendment to AECOM’s Contract will be required to include track and/or utility repairs.
AECOM will also provide inspections of RTA related work to be performed by the Hard Rock Hotel Developer. This will be to ensure infrastructure is installed correctly and be able to be placed safely and securely back into revenue service.
FINANCIAL IMPACT:
AECOM’s total not-to-exceed fee for the amended services will be $190,569.49, and will be funded through local account 1.1510.109.
AECOM estimates the Construction costs for all OCS repair work to be $2.3 million. AECOMs Cost, as well as construction costs, will be part of a larger insurance/legal claim to be made by the RTA.
NEXT STEPS:
Upon Board approval, staff will amend AECOM’s contract to include OCS repair package and inspections. During the performance of this contract, staff will conduct ongoing dialogue to the Board during the project development.
