ISSUE/BACKGROUND:

The handheld radios currently utilized by agency staff have been in service for several years and are no longer meeting required operational standards. As these radios have reached the end of their useful life, they have become increasingly prone to malfunctions, limited functionality, and the absence of critical features necessary to support daily operations. Continued reliance on these outdated devices presents risks to communication effectiveness, employee safety, and overall operational efficiency.

Following a comprehensive radio audit conducted in 2022, the agency developed a multi-year replacement plan to phase out the outdated Motorola XTS handheld radios and transition to the improved Motorola APX product line. These units are utilized operationally by Dispatch, Paratransit, Transit Police, St. Charles Streetcar Operators, Maintenance, Roadway, Traction Power, Marine, Supervisors, and select management. This initiative was established to modernize the agency’s communication capabilities, improve reliability, and ensure seamless operations across departments.

The agency is now concluding this multi-year replacement plan with a final purchase of fifteen (15) Motorola APX handheld radios and ten (10) N-series radios. This procurement will complete the full replacement of all XTS handheld radios currently used by agency staff while also introducing the next generation of LTE-capable communication devices for future operational consideration.

DISCUSSION:

Motorola Solutions is a registered vendor under the state contract (state contract #20862), which provides pre-negotiated pricing and items that offer significant cost savings and ensure compliance with state procurement requirements. By utilizing this state contract, we can avoid a lengthy bidding process and immediately access discounted pricing, reducing procurement time and ensuring that we stay within our budget.

FINANCIAL IMPACT:

Funding for this purchase order will be provided through local account code 01-0000-00-1519-000-00-03-00000-00000 in the amount not exceeding $149,742.35.

 

NEXT STEPS:

Upon RTA Board approval, staff will issue a purchase order to Motorola Solutions and initiate the purchase of the handheld radios.
