Authorize the Chief Executive Officer to award the purchase of electric buses, design and construction of required infrastructure associated with the approved FY2021 Low-No Emissions Bus Program Grant to New Flyer as a turn-key solution for $5.4M with a 20% match of approximately $1.1M.

ISSUE/BACKGROUND:

The FY2021 Low-No Emissions Grant was approved in the summer of 2021 and co-authored by the New Flyer Bus manufacturer as allowed by FTA for this grant program. The overall grant approval amount is $5.94 M. After revised pricing the proposed value of the New Flyer turn-key solution is valued at $5.7 M for three (3) 40’ electric buses.

DISCUSSION:
The project team has verified with FTA and RTA Procurement that no public solicitation is required as partnerships with vehicle manufactures are encouraged and allowed by FTA for this grant. The project team has also verified that a turn-key solution would be most cost-effective method to achieve the endeavors outline in the FY2021 grant proposal.
FINANCIAL IMPACT:
No immediate financial impact is anticipated as grant has been awarded by FTA. Most of the cost for this effort is not expected to impact the RTA finances until FY2024. If contract award is not approved, there is the potential to see another increase in pricing as the demand for electric buses and the infrastructure are forecasted to increase prior to the end of the 2023 calendar year.
NEXT STEPS:
Upon board approval to move forward with award, the project team will initiate the procurement with New Flyer triggering the design cycle.
