To authorize the Chief Executive Officer to enter into a contract with Fazande Consulting to conduct a Human Resources (HR) Departmental Assessment (RFP 2023-020) for an amount of $187,920. The contract duration is no more than one (1) year.

ISSUE/BACKGROUND:

A consultant is needed to undertake a comprehensive review of the HR organizational structure, policies, programs, practices, and systems to ensure legal compliance with applicable laws and regulations as well as strategic alignment with RTA’s strategic and operational objectives. The RTA seeks to identify needs for improvement and enhancement within the HR Department. The overall goal of this engagement is to transform the HR functions to align with and enable the RTA’s strategic objectives.

DISCUSSION:

The project scope will include 3 Phases.

 

In Phase 1- the consultant will develop and deliver a comprehensive stakeholder engagement program which will include both leadership and staff to assist in developing a Departmental vision, objectives, and criteria for success for the HR Department. This will also align with the RTA’s broader strategic goals.

 

In Phase 2- The consultant will perform an assessment of the HR Functions to determine (1) compliance with relevant Local and Federal Laws and Regulations, (2) Compliance with the Agency’s Board- Adopted Policies, (3) Alignment with HR best practices within the government (and specifically, public transportation) sector, and (4) Alignment with the RTA’s strategic business and people objectives.

 

In Phase 3- Based on the findings within Phase 2, the Consultant will identify recommendations for organizational improvement associated with each function. Each recommendation will include:

 

a.                     Improvement Benefits- A Summary of the benefits associated with the improvement.

b.                     Improvement Costs- Identification of any costs associated with pursuing the improvement.

c.                     Risks for Implementation: Identification (and quantification) of any potential risks associated with the improvement.

d.                     Delivery Roadmap: Each improvement opportunity should be included on an estimated timeline with steps required for implementation.

 

The consultant will deliver a report associated with each Phase that includes an executive summary, a review of the methodology utilized for Phases 1-3, a review of the findings/recommendations associated with each Phase, and any underpinning analyses associated with each finding/recommendation.

FINANCIAL IMPACT:

Funding is available through RTA Operating Account # 01-7700-02-7070-167-00-00-00000-00000 for a total cost not to exceed $187,920.00.
