Request to authorize the Chief Executive Officer to approve a contract for a classification and compensation study with a not to exceed $166,000.00.

ISSUE/BACKGROUND:

Currently, the RTA has created through research and analysis a classification and compensation system to move the RTA through the transition period that the RTA continues to use to classify positions and determine compensation, but now requires a professional study to advise the agency on the RTA’s Classification and Compensation system to prevent any appearance of bias as well as benchmark the RTA with the market.

DISCUSSION:

This investment into a study will allow the RTA’s Classification and Compensation system to include market level salary ranges, non-management step progression, promotions to retain and hire qualified staff to construct and permanently operate a high-capacity system of transportation infrastructure and services to meet regional public transportation needs in the New Orleans region. Additionally, RTA issued an RFP for the classification and compensation study in early 2021 without receiving any bidders and released the RFP again late in 2021 which generated a sole bidder for this procurement and anticipate the study completion prior to year-end.

FINANCIAL IMPACT:

The fiscal impact will be $166,000.00 that has been budgeted to complete.

Upon approval award the contract to complete the Classification and Compensation study.
