The RTA is responsible for maintaining a fleet of vehicles that generate various types of hazardous waste, including oil, oil filters, fluids, oil/water sumps, and used grease. Proper collection, removal, and transportation of these materials are essential to ensure environmental safety, regulatory compliance, and operational efficiency. Mishandling hazardous waste can contaminate soil and water sources, posing significant health risks to both workers and the public.
To address these needs, the agency must partner with a vendor experienced in hazardous waste management. Regular collection schedules are necessary to prevent waste buildup, ensuring smooth maintenance operations and optimal vehicle performance. Effective hazardous waste management is critical to maintaining a safe, compliant, and efficient operation, contributing to environmental sustainability and public health.

DISCUSSION:
In response to Invitation for Bid (IFB 2024-022), Heritage Crystal Clean was identified as a reasonable and responsive bidder, providing all required documentation. Their services will cover all three maintenance facilities: Canal, ENO, and Carrollton. Heritage Crystal Clean will handle the removal of hazardous waste generated during routine fleet maintenance, including but not limited to, oil filters, antifreeze, parts-cleaning solvents, oil-dry material, used paint supplies, used drums, etc., which ensures that the agency can effectively manage hazardous waste. This partnership will help maintain operational efficiency, protect the environment, and ensure the health and safety of workers and the public.
FINANCIAL IMPACT:
Funding for these services is made available through the local budget code 01-2843-99-7150-166. Over three years, the estimated cost will not exceed $2,058,588.12, with an annual cost of $686,196.04.
NEXT STEPS:
After board approval, staff will move forward with contract execution and purchase order.
