ISSUE/BACKGROUND:

The New Orleans Regional Transit Authority (RTA) maintains and manages its website (norta.com) through a combination of resources including internal content management and external vendor expertise and support. The RTA needs to establish a vendor with the capacity to host and maintain the agency's existing website and make enhancements to the website as needed.
A Request for Proposal (RFP) was issued on December 12, 2023, for the acquisition of a vendor to provide website services over the next three years; and staff evaluated all elements of the bid per requirements prescribed by the RTA, Louisiana Public Bid Law, and the Federal Transit Administration.
Staff evaluated all cost components submitted by the vendors and determined the price to be fair and reasonable; and a Technical Evaluation Committee meeting was held on Tuesday, March 5, 2024, in the RTA Board Room.

DISCUSSION:
The vendor will provide website services and maintain business continuity for the operation and support of the current RTA website (norta.com). The vendor will manage website hosting, content management system (CMS) and upgrades, digital optimization services, cyber security and service for the norta.com website, and enhancement requests as directed by the RTA Marketing Department.
FINANCIAL IMPACT:
Funding for the above-stated project is $100,000 per year; establishing the project's three-year total funding of $300,000 and is made available through the budget established ...
